PFE has been working in the sector of cleaning and sanification since 1988. From the very beginning the company organised  their human resources department and invested in equipment that allowed PFE to expand the number of services that they could offer to their clients, in healthcare, civil and industrial environments.

Today the company provides services in healthcare, civil and industrial environments which complement the cleaning and sanitisation  services. These include integrated services of facility management regarding maintenance of  electrical implants, air vents and ducts, HVAC maintenance , the maintenance of green areas, auxiliary services, porterage, uniforms and laundry room services,  caretaking,  technological solutions and integrated services for increased energy efficiency.

PFE is a joint stock company  that supports and facilitates the work of their public and private clients in the respective management of their core business.

February 1988

Toto Navarra’s entrepreneurial ideas, matured through his vast life experiences prompted him to open his first company called ‘La Puligienica’ , dedicated to gardening and cleaning services.

The  dedication and sacrifice shown by Totò and his wife Gaetana strengthened the  company and allowed it to start producing its first results.

The company was awarded their first public tenders, and ‘La Puligienica’ of Totò Navarra continued to grow, thanks also to the support and input from son Salvatore, and Maria Costa.

Clients showed their satisfaction and the number of worksites continued to grow, pushing the regional boundaries, to the point where the registration as sole proprietorship was no longer sufficient.

July 2004

The number of office workers reached more than 15 and worksite operators more than 600. The numbers continued to climb, and instead of registration of the company under  sole proprietorship, they decided that it was necessary to become a ‘private limited company’. ‘La Puligienica S.R.L.’ was  guided by the  entrepreneurial ‘know how’ of Toto Navarra and forward thinking leadership of his son Salvatore.

June 2009

The company became an increasingly fierce competitor for larger companies operating within the sector, on a national level. Its increased growth led to the development of a larger range of services offered by the company,  whilst providing the same excellent quality of services. PFE’s clients continued to demonstrate complete satisfaction and as a result become more faithful to the company.  

The time had come to transform the Puligienica s.r.l.  into PFE S.p.A, a joint stock company.

Today

After more than 10 years from the first cleaning services provided to a building condominium in Caltanissetta, Totò Navarra and his family have succeeded in creating one of the most well-known companies in the sector of cleaning and facility management on a national level.

ADMINISTRATION AND CONTROL OFFICES

The governance system of PFE is based on the model of Board of Directors, that is made up of directors of whom each is delegated a particular area, assuring company management whilst at the same time unification. 

Internal authorities of administration and control

The checking activities are entrusted to 3 authorities, each of which is assigned their own specific role. The first and foremost is the board of Auditors which consists of 3 permanent members and 2 alternating members that, as well as checking the activities it is assigned to do,  also takes part in the meetings of the Board of Directors.

The auditing and revision of the yearly Financial Statements is entrusted to KPMG S.p.A, an international leader in financial  activities.

The third body of control is the ‘Vigilance Authority’, which has the task of checking the organisational model, management and checks. This group  was adopted by PFE in accordance with the law 231/2001 (and any successive modifications).  It is made up of 2 external members and an internal member, in a way that the multidisciplinary competencies are assured.

A particular mention must be given to the Organisational model for management and control. These are based on satisfying the general and specific  prerequisites required  by the law 231/2001 (and any successive modifications) It also  introduces a disciplinary system aimed towards the sanctioning of  any eventual violations of the disposizioni impartite dal modello stesso. The document is available at all of the companies offices.

Included within the attachments of the model , of particular importance is the Ethics Code,which is distributed to all employees who work and collaborate with the company, whatever their role may be. It includes important considerations regarding ethical characteristics, by which they should aim to abide by when completing their work.

In 1998  PFE started their journey of implementation  of their Quality Management system, obtaining their first Certificate of Quality in the year of 1999.

Today, PFE has been awarded the following certificates:

  • ISO 9001:2015, Quality System Certificate
  • ISO 14001:2015, Environmental System certificate;
  • SA 8000:2008- Social Responsibility system certificate
  • OHSAS 18001:2007- Security system
  • Standard AN;DO-IQC for correct practice of cleaning and sanitisation in healthcare environments
  • ISO 13485:2012- Certificate system
  • CHECK management security system
  • Certification of a qualifies company registration (CE) nb 303/2008
  • Certificate of qualification ion the undertaking of public works
  • Certificate of qualification of the Company according to the regulations (CE) 842/2006 and the DPR 43/2012,

PFE has been recognised in terms of legality; in particular, it has been awarded the maximum number of points ( 3 stars) by the Authority which governs the competition within the market (A.G.C.M.) and is included in the list of companies awarded a legality rating ( according to the article 2, 1 on REGOLAMENTO ADDOTATO DALL’AUTORITA , delibera 24075 of the 14/11/2012

PFE has adopted a system of social responsibility with the aim of improving the general conditions of work and wages, removing discrimination, physical abuse and other forms of stress within the workplace, promote freedom of association within the production system  and improving the security of its workers.

PFE does not allow, and combats any internal form of discrimination regarding hiring, wages, access to training, promotions, redundancies, or retirement based on race, nationality, social strata, caste, birth (maternity/parental) religion, disability, sex, sexual orientation, familial responsibilities, civil state, trade union membership, political opinions, age, or any other condition that could be considered discrimination of our workers.

This conduct regarding social responsibility has resulted in PFE obtaining the certification SA 800, which verifies that that requisites have been obtained in complete transparency and correct ethics of PFE, in relation to the following areas:

  • Health and safety
  • Freedom of association
  • Discrimination
  • Disciplinary practices
  • Work hours
  • Wages
  • Management systems

PFE in order to better fulfil the obligations of SA 8000, acknowledges that internal dialogue in the work environment is a fundamental part of  social responsibility and ensures that all its workers  have the right to communicate easily with the management in all matters regarding SA 8000.

 

PERSONNEL MANAGEMENT

The management of personnel is a fundamental part of the running of our company. PFE undertakes a series of activities with the aim of efficiently hiring the appropriate staff to allow the company to reach its objectives. From the productivity perspective, our staff are always well informed and trained in all activities they perform, in order to guarantee maximum professionalism and management control of activities foreseen.

For PFE the primary objective, in human resources terms is that of guaranteeing the continuity of the company in order to make its exceptional services increasingly functional.

 

TRAINING

Training, in PFE’s words, is the key to success, thanks to which it is possible to guarantee our clients the professionalism that is expected from a company offering services such as ours.

For PFE ,training ensures that its workers have the necessary competences in order to guarantee the client’s success. As a result of this idea it has become essential for PFE to analyse its training needs that are undertaken periodically by experts with the aim of improving and ensuring that the services performed up to date.
